| April, 2008 When Library carpeting was purchased several years ago additional yardage was also purchased for eventual re-carpeting of heavily used areas. The first and second floor lobbies and the stairways have now been re-carpeted.
Stainless partitions were installed in public bathrooms to offer a more attractive and hygienic alternative to the old panels.
Work will soon begin on adding a glass wall to the third floor loft overlooking the Reference Department. Besides offering an attractive view, the wall will block sounds to the Reference Department from the staff area above.
A new window will be added to the front of the building adjacent to the front doors. Currently there is an extra set of doors which in years past had been used to accept deliveries and to bring book drops into the building. With reconfiguration of that space as a staff work area the doors are no longer necessary. The doors will be replaced by a window, with design similar to other building windows.
The Library will also be painting exterior surfaces this spring. |
July 2007 The Young Adult loft remodeling project is completed. New furnishings, bright colors and great accessories now welcome Young Adults to their specially designated areas on the third floor above the Reader Services Department. Stop by!
The City of Park Ridge landscaping project on the Library Commons is also completed. New trees, bushes, flowers, lighting walkways and seating areas have been added. The Reading Garden offers an additional seating area featuring enscribed bricks which may be purchased by the community. |
June 2007 The Young Adult loft on the third floor will be closed June 4-7, 2007 as new carpeting, furnishings and accessories are added to the area. All Young Adults are invited to visit the new "digs" this summer. |

November 2006 The landscaping project to improve the Library grounds has been postponed. The City of Park Ridge recently accepted bids for the project. All submitted bids exceeded the capital budget for the project. The City will re-bid the project in the future with work now scheduled for early Spring 2007. |
June 2006 The meeting room has been completely remodeled. All woodwork and wall coverings are in place and the room looks great. Patrons and community groups are enjoying the new sound system, lighting and electronic equipment as they attend library programs, recitals and community group meetings.Work has begun on replacing ceiling tiles and lighting in the lobby area of the Library. Completion of the project will result in a brighter area for patrons as they return and check out materials. |
January 2006 The first floor meeting room re-opened on January 17, 2006. Most of the woodwork and doors have been installed. The walls have been painted and wallpapered and the space has been improved considerably. A few tasks still remain to be completed but patrons and staff are pleased with the "makeover". |
December 2005 Elevator repairs and roof removal and replacement projects have been completed. Most woodwork for the meeting room has been milled and will be installed in the meeting room and entrance area beginning January 3, 2006 and concluding January 16, 2006. At that time all remodeling work will be completed in the meeting room. The City is in the process of preparing landscape re-design documents for the City Commons and Library grounds. Work is planned to begin in Spring 2006. |
October 2005 Contracts have been awarded for the Woodwork, Wallcovering and Painting, Elevator Repairs and Roof Removal and Replacement. Woodwork is currently being milled and will be installed in the firtst floor meeting room by the end of the year. Work will soon begin on elevator repair work which will necessitate taking the elevator out of operation for some time in October. The Library will be closed for a major portion of one day to safely work on the main repair work. Specific dates will be lised as they become known. Roof repairs will also soon begin. |

June 2005 We are delighted that the Library Meeting Room is finally open ! We can once again offer a wide array of programs, and welcome back the many community groups that use this room for meetings, recitals and more.
You are probably wondering why after all these months the room is still not done . That is very good question .
When we set out to do this major renovation we knew we were working on a tight schedule but thought that we could have it all done in time. However, we have experienced several delays and some unforeseen circumstances during the project that set us back many weeks.
What remains to be done is the millwork, wood trim, doors, and molding and installation of the wall covering, final painting and staining, which can't be done until the millwork is completed.
These final projects will be completed this summer, working around our busy meeting room schedule so that we will not have to close the room again.
In the meantime, we hope you enjoy our many summer programs in the almost finished meeting room. We look forward to the completion of this room. When it is finally done, we'll have a celebration!

January 5, 2005 The Library opened construction bids for the renovation of the first floor meeting room. Since all bids exceeded the budgeted for the project, the plans will be revised and offered to be re-bid. The plans include a new ceiling, sound and projection equipment, lighting and electrical outlets, and carpet. Plans also include changes to the room's walls and the hallway off the lobby that leads to the Meeting Room.
Although the project provides much-needed improvements to this area, it also means the room will be closed for about 2 - 3 months and unavailable for use by outside groups. The Library will offer only a limited number of programs for adults, young adults, and children. Most of these programs will be held in other parts of the building.

November 2004 Work on the outside of the Library has been completed. Installation of new gutters and painting of exterior doors and trim has given the building a fresh look for fall.
The next phase of interior renovation projects focuses on the First Floor Meeting Room. Fire proofing material has been installed around the beams and ducts in preparation for the remodeling of this room. Plans are to begin work in January and have renovations completed by March. One additional interior project planned for the fall is new and improved lighting for the Reader Services Department on the second floor.

All gutter replacement work has concluded. Painters are now at work painting the exterior surfaces of the building: windows, columns, etc. The Fire proofing Project has begun in the meeting room where fire retardant asbestos was removed last fall. New drive up book and AV drops were installed. The new drops are much easier to use than the old ones and do not require two hands to operate. June 22, 2004 Tuck pointing on the original portion of the Library building continues. The Uptown parking lot reconstruction has been completed and patrons are enjoying parking close to the Library once again. The Library Board of Trustees continues to review plans for improving the first floor meeting room. Architect, John Mackin of Mackin and Associates, has submitted plans for improving the look of the room as well as the the audio and visual equipment. In addition Charter Sills, lighting consultant, has been preparing recommendations to improve the lighting in the Reader Services area and first and third floor meeting rooms. Gutter and woodwork repair will soon begin. In addition, the Library is in the process of accepting bids for painting the exterior of the building. |

Replastering of the ceilings in the 1958 portion of the building continues. Reader Services Department remains closed but new books have been moved to the Reference Department and most materials can still be retrieved by Library staff. Patrons are encouraged to call (847) 825-3123 or stop by the Reference Desk on the second floor for questions about needed materials. Plumbing work is almost completed and a new sewer line was installed last week.
Bids were received for the Tuck pointing project and successful bidder was Soumar Masonry. Tuck pointing work will begin in late May. In addition, bids were received for the gutter and woodwork repair project. The contract was awarded to Weisbrook Sheet Metal. This project will be delayed until the Central Parking lot reconstruction is completed.
Reconstruction of the City of Park Ridge Central Parking Lot begins today. Though not a Library project, this work will definitely impact access to the Library. Updates about access to the library and book drops will be posted as information becomes available.
April 7, 2004 Now that most of the electrical and plumbing work has been completed, work to replaster the ceilings in the original portion of the building has begun. Though a lot of the work will be done in the evening after the Library is closed, the major portion (Reader Services area) must be done during the day. An involved system of scaffolding necessitates closing the area from April 7 - April 29. In addition, the YA Loft will also be closed during this time. New materials have been moved to the Reference Department and many other items in the collection may still be retrieved. March 19, 2004 Many projects continue within the Library facility:
- A significant portion HVAC work has been complete by North Town Refrigeration Corporation. A few tasks remain involving incorporation of the air conditioning system into the HVAC system.
- Electrical contractors, J. F. Electric Contractors are working in the building inspecting and upgrading the current electrical systems especially in the original 1958 portion of the building.
- Plumbing contractor, A. Bauer Mechanical, is inspecting plumbing fixtures, water feeds and sewer lines. Several areas will require upgrades and improvements.
- Lighting Consultant, Charter Sills, is designing improved lighting for the Reader Services area and first floor meeting room.
- Architect, Mackin Associates, is working on a redesign of the first floor meeting room including ceiling refinishing, improved lighting, upgraded audiovisual equipment and sound system and improved appearance.
- Ceiling refinishing contractors, R. Rudnick & Company, will soon begin work refinishing and replastering ceiling areas scraped during the Asbestos Abatement project last fall.

December 29, 2003 Work progresses on the HVAC upgrade. The condensing units for the roof and the revetments in the back of the building are scheduled to be delivered and set in place on the 30th of December. A large crane and two tractor trailers should arrive in the AM.
The Library Director met with several lighting consultants to consider improvements in the Reader Services and first floor meeting room areas.

Asbestos Removal Project

Why on earth would you do something like that?
Major repairs on the electrical system, heating, air conditioning and plumbing cannot be completed until all asbestos is removed from the building.
Oh come now, must the Library close during all this?
Asbestos containing material is on all of the ceilings in the 1958 portion of the building as well as in ductwork, around pipes and in floor tiles. In order to protect the health and safety of the public and staff, the entire building must be closed during the removal project.
Just what am I supposed to do if I need books and other library materials?
As a resident of Park Ridge, your library card is good at the more than 40 libraries in the North Suburban Library System. A list of these libraries is also available in the Library. FYI, your library card is good at both the Des Plaines and Niles libraries.
But when, when, when will the Library reopen?
We plan to reopen October 13 but plan is the key word. If you've ever remodeled your home or been involved with a construction project, you know there can often be unexpected delays. We can't promise to reopen on October 13 but we will try!
OK, OK. I guess this is a good idea. All the asbestos will be gone when you're done, right?
Yes. You can be assured that we will not reopen until all areas of the building have been tested and certified asbestos-free.
Is that it? When the asbestos is gone, that's the end of this construction stuff?
No. When the Library reopens, the ceilings will have been scraped but not refinished. Remaining projects approved in the 2003/04 Capital Budget will begin at this time. These include replacement of heating, ventilation and air conditioning equipment, electrical wiring and lighting, and plumbing repairs. We will also install a sprinkler system. When all of this work is completed, the ceilings will be refinished. The current plan is to have the building open during these repairs. |

| Capital Projects
The 2003-2004 Capital Budget for the Library is $785,000. 2003-04 capital projects are scheduled to begin sometime after Labor Day.
Asbestos Abatement
The first project will be to remove all asbestos-containing material from the building. This is a major project affecting the ceilings in the 1958 portion of the building, insulation around pipes, and the heating and ventilation system. For the health and safety of library users and staff, THE LIBRARY WILL BE CLOSED DURING THIS TIME . At this time, we do not know the exact dates of the project or how long the library will be closed. A tentative timeline for the project has been created. This timeline will be updated as necessary and additional information and notices will be published in local newspapers and on this website.
Once the asbestos abatement project is complete, we will begin replacing old wiring and lighting, replace major portions of the heating and ventilation equipment, and repair plumbing in the oldest portion of the building. The library may be closed for short periods of time during these projects.
The Library Board of Trustees is currently meeting with Nagle Hartray Danker Kagan McKay Architects to consider the impact of any future renovation and/or expansion possibilities on current capital budget projects. These possibilities need to be considered as the library pursues several large capital projects including HVAC, electrical and plumbing. Capacity, placement, and functionality are only some of the characteristics which need to be considered during these important maintenance projects. |

| As a result of the motion at the November 19 meeting all planning for a new library has been suspended. All of the problems the Library Board of Trustees identified earlier still exist. The present library is crowded, there is no room for collections to grow, no quiet study space etc. Additionally costly repairs to the present facility are necessary. (The Library has submitted a capital budget request for $3.2 million for FY 03/04) Over the next few months, the Board will be looking at all options for solving these problems. December 2, 2002 The City Council approved a resolution:
Whereas, an Advisory Referendum was held in the City of Park Ridge on the 5th day of November 2002; and
Whereas, the voters were asked the following question: "Shall the City of Park Ridge replace its library with a new larger building at a cost of approximately $20 million?" and
Whereas the votes in favor of this question were 5,876 and the votes in opposition were 8,948; and
Now, therefore, be it resolved:
that in light of the extraordinary turnout and the decisive results of the November 5, 2002 Library Referendum, the Park Ridge City Council requests that the Board of Trustees of the Park Ridge Public Library cease any further expenditure of public funds in the study, planning, design or construction of a NEW Library;
and
Be it further resolved: that the Board of Trsutees of the Park Ridge Public Library be requested,in preparing the 2003-04 budget, to refrainfrom including in the library's appropriations any expenditure related to the study, planning, design or construction of a NEW library.
Voting in favor: Benka, Bartolone, Bateman, Beaumont, Bartolone, Fishman, Friel, Tinaglia, Tomassi

November 19, 2002 The Board of Trustees of the Park Ridge Public Library approved a motion: The Library Board of Trustees will not pursue a binding referendum April 2003, but will take time to review Library needs and options for addressing those needs in light of public sentiment and other factors."
November 18, 2002City of Park Ridge Council met and a few aldermen proposed the following resolutions:
Resolved, that in light of the extraordinary turnout and the decisive results of the November 5, 2002 library referendum, the Park Ridge City Council requests that the Board of Trustees of the Park Ridge Public Library cease any further expenditure of public funds on the study, planning, design or construction of a NEW library; and
Resolved, it is requested that the Board of Trustees of the Park Ridge Public Library, in preparing the 2003-04 budget, refrain from including in the library's appropriations any expenditures related to the study, planning , or design or construction of a NEW library.
These resolutions will be considered at the next City Council meeting on Monday, December 2, 2002 at 8:00 p.m.

October 29, 2002 7:30 p.m. City Hall Council Chambers Joint City Council/ Library Board Workshop to further discuss retail options for the Library Block. The group considered information presented by the Library Architects, Nagle Hartray Danker Kagan McKay Architects Planners Ltd., Owners Services, Valerie Kretchmer Associates and Parsons Transportation regarding retail, parking and traffic. They considered various design options including 40,000 square feet retail/commercials and the Library to 100,000 square feet retail/commercial only. After much deliberation the Council was asked by Mayor Wietecha to indicate their preference for:
- Library and retail
- Library only
- Retail only
Though this was not a final vote nor an indication of a decision, the consensus (on this day, at this time) was to recommend the "Library only" option. (7 in favor of "Library only", 4 in favor of retail/library, 1 abstention) Many Council members expressed interest in waiting for the results of the non-binding referendum November 5 before committing their final votes regarding the options.

Valerie Kretchmer, retail consultant, also made a short presentation about the results of her contacts with various national and local retail establishments. Copies of the presentation are available at the Library Administration Office.
The architects were asked to bring back additional retail data analysis. City Council discussed the possibility of a second workshop in the next week or two. Information will be posted as it becomes available.

September 10, 2002 The Municipal Electoral Board voted unanimously to deny the objection to the proposed referendum. Mayor Wietecha, City Clerk Betty Henneman and City Alderman Frank Bartolone all voted to deny an objection filed by Park Ridge resident Dee McKenna to one of the three questions included in an advisory referendum brought by petitioners Robert Trizna and Donald Crampton.

September 3, 2002 Municipal Officers Electoral Board in the City Council Chambers for the purpose of hearing and passing upon the objection by Dee J. McKenna's objection to the first question on the proposed Citizen's November referendum. The objection was heard by the City Mayor, Ronald Wietecha, City Clerk, Betty Henneman and Alderman, Frank Bartolone. The election board will meet again on September 10, 2002 to determine agreement/disagreement with the objection. Either decision may be appealed to the Cook County Circuit Court. |

City Council, Library Board of Trustees, Planning & Zoning Commission, Appearance Commission, Brickton Art Center and Park Ridge Youth Commission attended the meeting with architect Nagle Hartray Danker Kagan McKay to review preliminary concepts for the Library Block.
August 23 Citizen, Dee J. McKenna files objection to the proposed November referendum addressing the first question: "Shall the City of Park Ridge replace its library with a new, larger building at a cost of approximately $20 million ($20,000,000)?". Dee J. McKenna indicated "It is unfair and biased because it requires a single response to 2 separate questions."

Tuesday, July 23 the Architect Selection Committee interviewed the Architect finalists.
Mr. Thompson prepared a revised building plan to reflect that decision.
At the July 16, 2002 Board meeting the Board of Trustees directed the Architect to design a building of between 72,000 to 73,000 square feet.

Work began on the geotechnical drilling project.
Mr. Thompson hired as building program consultant. "A New Building Program" document is prepared by Mr. Thompson. The original draft included recommendations of 83,000 square feet.
Citizens' group circulates petition to put library advisory referendum on ballot. Referendum would include three questions;
- Should Park Ridge replace its public library with a new, larger building at a cost of $20 million?
- Should Park Ridge permit retail stores or other commercial buildings to be built on the library block?
- If Park Ridge builds a new library should it be built in the same location as the current library?
| The Library's Position on a November Referendum
A group of citizens have circulated petitions to put an advisory referendum on the ballot in November.
Although the Library supports the rights of citizens to seek a referendum vote on the issue of a new building, the Library believes that not enough information is available at this time for voters to make an informed decision. The Library believes a November 2002 referendum is premature and that an April 2003 is a more appropriate time for citizens to consider this issue.
The three questions included on the proposed November referendum are:
The Library Board of Trustees meets on the third Tuesday of every month at 7:45 p.m. in the lower level meeting room. The City Council meets the first and third Mondays of each month at 8:00 p.m. in the Council Chambers in City Hall. Citizens are welcome at all of these public meetings.

Joint City Council/Library Board Committee concluded their study
The Library Board of Trustees voted at their May 21, 2002 Board meeting to hire Owner Services Inc. as a consultant to assist in the selection of an architect.
On Monday, May 20, 2002 the City Council approved the recommendation of the Joint Committee to approve a loan of $350,000 to the Library to study the feasibility of constructing a new library and parking facilities on the existing library block. After having concluded Fiscal Year 20001/2002 the Library Board determined that this phase could be paid for with money from the Library Fund.

City Council Response to Library Board recommendation: The City Council on July 16, 2001 reached a consensus not to accept the recommendation of the Park Ridge Public Library Board of Directors for a new 80,000 square foot facility. Their direction to the Uptown Advisory Task Force was that planning for Uptown redevelopment should proceed without provision for a new library. If and when a new library building is needed, it should be built on the current library block.

Project Definition for a Proposed Park Ridge Public Library
The Library Board requested a proposal from Owner Services to provide cost analyses of the building scenarios: to retain, rehab and add to the existing structure; to demolish the existing structure and build in the same location, to build on the reservoir lot or to build on the Bredemann property. At a special Committee of the Whole meeting on January 30, Ian Parr and Paul Laudolff from Owner Services presented a proposal to do these cost analyses for the Library.
At the February 15th meeting, the Committee discussed the proposal. After considerable discussion about the overall benefit to be derived from the proposed building cost study, the Committee moved to recommend approval of the Owner Services Group proposal with an additional request - for OS to provide opinion and observations of impact on day to day library business and operations as it relates to each specific site, i.e. pedestrian traffic impact, parking space availability, roads and infrastructure impact etc. |
